Scautex Platform Rules

In short — 10 rules

What this is. Scautex is a platform where companies find UA and media buying specialists. Talents publish a profile, companies send them proposals.

Anonymous by default. Profiles in the catalogue are anonymised: name, photo and contacts stay hidden until the talent agrees to talk.

Two ways to find a talent. A company can pick a talent in the catalogue and send an offer — or publish a vacancy and receive applications. Applications are anonymised too: experience, seniority and cases are visible, the name and contacts are not.

Contacts only with the talent's consent. A talent has 72 hours to answer an offer. An application to a vacancy is already a confirmed interest from the talent.

You pay for the result. Money is charged only at the moment of contact disclosure — when the talent said “interested” or applied on their own. If the offer is declined or left unanswered, the amount returns to your balance.

Moderation. A curator reviews every profile and vacancy: completeness, plausibility, real experience. Fake profiles are not published.

Honesty is required. Real cases, real experience, real terms in offers and vacancies. Deception leads to a block.

No workarounds. Phone numbers, messenger handles and links in open fields are not allowed — the automated check will not let them through. Contact happens through contact disclosure only.

One account, used for its purpose. One person or company — one account, and access is not shared. Contacts you receive are for hiring and cooperation only; passing them to third parties is not allowed.

Respect for people's time. A talent can pause their profile. Profiles that systematically stay silent in response to proposals are hidden from the catalogue.

1. General provisions
1.1. These Platform Rules (hereinafter — the “Rules”) set out how the Scautex online service at https://scautex.com (hereinafter — the “Platform”) is used, the rules of conduct for users, the requirements for published information and the moderation procedure.
1.2. Platform operator: Individual Entrepreneur Vladimir Mikhailovich Smetannikov, OGRNIP 326300000036325, INN 131502783359 (hereinafter — the “Provider”).
1.3. The Rules form an integral part of the Public Offer published at https://scautex.com/terms. Terms used in the Rules have the meaning given to them in the Offer.
1.4. By registering on the Platform, the User confirms that they have read the Rules and undertakes to comply with them. The Provider may amend the Rules; the current version is permanently available at https://scautex.com/rules.
2. How the Platform works
2.1. A Talent publishes a professional profile on the Platform. The profile is moderated and published in the catalogue in an anonymised form: without a name, photo, contact details or any other information making the Talent identifiable.
2.2. A Client searches the catalogue of anonymised profiles and sends a proposal (Teaser) to a Talent of interest.
2.3. The Talent decides on their own whether to respond to a Teaser. The Talent's contact details are provided to the Client only after the Talent has expressly confirmed interest in the Teaser (Contact Disclosure). Until then the contact details are not available to the Client.
2.4. If the Talent declines a Teaser or does not respond within 72 (seventy-two) hours, Contact Disclosure does not take place and the Client's reserved funds are released.
3. Registration and account
3.1. Registration is by email address; sign-in is performed with a one-time confirmation code sent to that address. Passwords are not used on the Platform.
3.2. The User must provide accurate data at registration and keep it up to date.
3.3. A User may hold only one account in the relevant role. Creating multiple accounts and using other people's or fictitious data is prohibited.
3.4. Granting third parties access to an account is prohibited. The User is responsible for all actions performed using their account.
3.5. Telegram may be linked to an account to receive notifications and interact with the Platform's bot. Linking is performed with a one-time code.
4. Requirements for a Talent's profile
4.1. The profile must contain accurate information about the Talent's professional experience, skills, specialisation and other characteristics.
4.2. The following may not be published in the open fields of a profile (description, cases, portfolio and other text fields):
— contact details in any form: phone number, email address, links to and usernames of messenger and social media accounts;
— links to external resources allowing the Talent to be identified or contacted bypassing the Platform;
— information making it possible to identify the Talent before Contact Disclosure (including naming the current employer together with the job title where this makes the Talent unambiguously identifiable);
— any obfuscation of the above (writing contacts with spaces, substituted characters, “at”, “dot” and the like).
4.3. Contact details are provided by the Talent only in the profile fields specifically designated for them. They are not shown in the catalogue and are provided to a Client solely by way of Contact Disclosure.
4.4. To publish a profile, the Talent must provide at least one communication channel (Telegram or LinkedIn), a first name and surname, and complete the mandatory profile sections marked on the Platform.
4.5. The following may not be published in a profile: inaccurate information about qualifications and experience; other people's cases and results presented as one's own; materials infringing third-party rights; content prohibited by the laws of the Russian Federation.
5. Requirements for Clients' Teasers and vacancies
5.1. A Teaser must contain accurate information about the cooperation offered: a description of the task, requirements, working format and, where stated, the compensation range.
5.2. The following may not be stated in the text of a Teaser, a vacancy or the open fields of a company profile:
— contact details and links for making contact bypassing the Platform (prior to Contact Disclosure);
— knowingly false terms of cooperation;
— offensive, discriminatory or otherwise unlawful wording;
— proposals unrelated to professional cooperation.
5.3. The Client undertakes to observe the terms stated in a Teaser in subsequent interaction with the Talent.
5.4. The number of simultaneously active Teasers may be limited by the Platform's functionality.
6. Moderation
6.1. Talent profiles are moderated before publication. The Provider may return a profile for revision stating the reasons, or refuse publication.
6.2. Teaser texts undergo automated checks, including for contact details and unlawful wording. A Teaser that fails the check is not sent to the Talent.
6.3. The Provider may verify published information, request confirmations, and hide or delete materials that breach the Rules, the Offer or the laws of the Russian Federation.
6.4. Moderation does not guarantee the accuracy of information published by Users and does not relieve Users of responsibility for the information they publish.
7. Fair use
7.1. Users are prohibited from:
— circumventing the paid functionality of the Platform, including agreeing to make contact bypassing Contact Disclosure;
— carrying out automated data collection (scraping), bulk export or copying of Platform materials;
— passing data obtained through the Platform to third parties without an appropriate legal basis;
— using the Platform to send spam, advertising and proposals unrelated to the purpose of the Platform;
— taking actions that disrupt the operation of the Platform or infringe the rights of other Users.
7.2. The Client uses the Talent contact details obtained solely to establish business interaction, to hire or to engage the Talent to perform works (render services) — in accordance with section 11 of the Offer.
8. Talent activity, “unavailable” status
8.1. A Talent may temporarily suspend the visibility of their profile (a “pause”) for a period provided for by the Platform's functionality. While paused, the profile is hidden from the catalogue, no new Teasers are sent, and the response deadlines for incoming Teasers are extended by the duration of the pause.
8.2. Systematically ignoring Teasers (no response within the set deadline to several Teasers in a row) may result in the profile being temporarily hidden from the catalogue until the Talent confirms that the profile is current. The decision is taken with the involvement of a Platform curator.
8.3. Hiding a profile under clause 8.2 is not a sanction and is lifted once the Talent confirms readiness to receive proposals.
9. Breaches and measures
9.1. In the event of a breach of the Rules, the Provider may apply measures proportionate to the breach: a warning; returning material for revision; hiding or deleting material; restricting access to particular features; temporarily suspending the account; terminating access to the Platform in full.
9.2. Where access is terminated as a result of a breach, funds paid for services actually rendered are non-refundable; the unused remainder of the Balance is refunded in the manner set out in section 6 of the Offer.
9.3. The User may send objections to the measures applied to hello@scautex.com. The enquiry is considered within up to 10 (ten) business days.
10. Final provisions
10.1. Matters not settled by the Rules are governed by the Public Offer (https://scautex.com/terms), the Personal Data Processing Policy (https://scautex.com/privacy) and the laws of the Russian Federation.
